Each tier is bought with its own medal — the rarer the medal, the stronger the weapons it unlocks:

Medals are earned from hunting-league content — there's no gil price here, only the medals you've banked.

Each tier spreads its weapons across the major categories — swords, daggers, clubs, staves, great swords, axes, scythes, polearms, bows, guns, hand-to-hand and more — so almost every job has something to aim for. Every weapon lists the jobs that can wield it, and the menu only shows categories that actually have stock.
Bronze is your first upgrade off starter gear; Silver and Gold sharpen that into endgame-ready weapons. You don't have to clear a tier before buying from the next — if you've got the medals, the weapon is yours.
